Transforming Communities Through Literacy:
Model Innovation City

The Footsteps2Brilliance Model Innovation City™ program unites schools, families, and communities to tackle literacy challenges. Through an in-kind grant, we provide bilingual resources and a customized learning plan to ensure access for every child. Together, we’ll build a sustainable program that drives achievement, enrollment, and community growth.

Ready to transform your community through literacy?

Let’s talk about how the Model Innovation City program can work for you!

Adams 14 Superintendent, Dr. Carla Loria, shares how the district is leveraging the Footsteps2Brilliance Model Innovation City™ program to empower students and engage families in building strong literacy foundations while fostering collaboration between schools and families for meaningful, measurable progress.

Dr. Diego Ochoa, Superintendent San Mateo City School District describes how his ability to pull detailed Footsteps2Brilliance reports has been invaluable, showing usage, stamina, and comprehension at a glance. Paired with their new Science of Reading instructional model, this program has supported dramatic growth—from 48% to 86% of kindergartners reading at grade level in just two years.

The San Bernardino County Superintendent of Schools, in partnership with the San Bernardino County Sheriff’s Department, is bringing the Love for Literacy project to justice-involved families.

Through fun, engaging sessions with literacy coaches, children and their families build connections while boosting literacy skills through music, digital books, and games—fostering a love for reading that transcends generations.

Join us in building a brighter future, one reader at a time!

Districts across the country have made the move to focus on early bilingual literacy by implementing the Model Innovation City solution. With a focus on community-wide collaboration and measurable outcomes, the program transforms cities into literacy-rich hubs, driving educational success and long-term economic and social benefits.

“Footsteps2Brilliance is the vehicle that allows parents to become more directly involved in their children’s’ educational journey. That kind of innovative learning is really what our educational foundation should be all about.
